Up to October 1, 2022, applicants for the Hubert Humphrey Fellowships for 2023-2024, can submit their applications online. To enhance their Hubert Humphrey Fellowships for 2023-2024 leadership abilities, Humphrey Fellowships are designed for experienced professionals who desire to learn more about issues of mutual interest in the United States and their home countries through a mutual exchange of knowledge and understanding.

The Humphrey Fellowship Application Process for 2023-2024
1. National Screening.
Internationally, Humphrey Program funding is provided by Binational Fulbright Commissions/Foundations or US embassies’ Public Affairs Sections.
Applications for the Humphrey Fellowship Program are reviewed by Commissions and embassies, who invite selected applicants for interviews, and determine which applications are to be forwarded to the Institute of International Education in Washington, DC, for further consideration.

Stage 2: A screening is conducted by the Institute of International Education.
IIE in Washington, DC, must receive all nominations by October 1 to be eligible for consideration. The deadline for applying to the Embassy or Commission varies by nation. If you’re unsure of when to submit your application, we recommend contacting your country’s embassy or the Fulbright Commission.
Before convening regional Candidate Review Committees, IIE reviews all submitted applications for basic eligibility (CRC).
Stage 3: candidates are evaluated by committees.
The meetings of the Candidate Review Committees take place in Washington, DC, in December of every year. Applicants from a certain region of the world are vetted by impartial expert panellists who work in academia, international organizations, or non-governmental organizations.
Stage 4: J. William Fulbright Foreign Scholarship Board
To oversee the Fulbright Program and other Fulbright exchange activities, such as the Humphrey Fellowship Program, Congress established the J. William Fulbright Foreign Scholarship Board. The FSB is in charge of establishing Humphrey Fellowship policies and procedures, as well as making final decisions on who will be selected as a fellow and how the program is run both domestically and internationally.
Stage 5: Placement of Chosen Humphrey Fellows.
Final findings will be communicated to participating US embassies and the Binational Fulbright Commissions, which will thereafter notify candidates of their status. Is it possible for you to bring your entire family to the US?
Early arrivals might apply to have their families join them in the US. It’s important to think carefully before bringing your family to the Humphrey Program because Fellows spend a large amount of time away from their host institution. Additional to that, the Humphrey Program doesn’t offer a separate maintenance allowance for dependents.
Fellows must present proof of financial support, adequate insurance coverage for their dependents that meet US State Department requirements, and child care plans before they can apply for J-2 visas for their dependents.
